A number of Canadian financial institutions issued Visa Cash cards in very small quantities to test the system. Some financial institutions such as Royal Bank of Canada issued Mondex cards as well. Not well known outside Canada is that credit unions (asset wise) are many times larger than banks in the area, especially in western Canada. So a credit union such as VanCity credit union would be just as likely to issue and participate in the Visa Cash program as (for example) Toronto Dominion Bank.
